The Law shatters because the Law builds form, and if the new form cannot fit within the constructs of old, they will be shattered, like the temple built atop a previous temple.
The Law contains those characteristics of how matter and consciousness build, exist, merge, become strong and radiate with light, into the realms of perception. First to the Lawmakers of Cosmos, the giant Angels; then to the Lawmakers of conscious realms through hierarchies of consciously-evolved beings who absorb, discern and implement the unfolding changes in the milieu of existence. For that is the Law. On Earth, National Devas take their inputs from Solar and Cosmic beings.
Cosmic and Solar hierarchies of evolution are in and of the Law of our Cosmic Being. Solar and Planetary hierarchies of consciousness absorb the new Laws from Solar and Cosmic hierarchies of evolution (respectively), within which the Law embodies.
Solar consciousness is indeed many things, and Solar Law-bringers take many expressions and forms. The Solar hierarchy of consciousness works with the down-flow of Law into its own being, the Solar Logos, and the planetary beings within its care, such as Earth. The Solar hierarchy of the Cosmic Law (the Solar hierarchy of evolution) is focussed on the role of the Solar being within the greater Cosmic system.
It is the same on Earth: Buddha is focussed on receiving the Law and guiding planetary consciousness. The Planetary Logos is focussed on embodying the Law so the planetary being is fulfilling its dharma within the Solar, and thus Cosmic, expression.
So too, on a human level: souls grow to absorb the teachings and the Law, and fulfil their role within the greater planetary dharma. Souls also engage with their incarnated self (if they have one) to help develop that human being into a conscious participant in the journey of evolution, giving light and love to all in its presence.
So, you have many embodiments and expressions of Law.
It is always embodied with caution, for to bring form (that is, the Law) into a milieu unable to yet hold the consciousness that enables it to engage with that Law, will bring the inevitable cycle of reaction: rigidity (resistance), destruction, and lawlessness (lack of acceptance). Always there is some of this as human and earthly consciousness evolves. But, all deities and hierarchies strive to bring the consciousness of the Law in concert with small releases of the Law itself, so that the true plan can proceed: that of building matter into a vehicle of light and love, aligned with Law; and developing the consciousness which embodies, and is guided by, the Plan.
